Simply put, I was able to open the display case without having to finish the dlc. If you look at the link I posted it says there are -1 star cores outside the galactic zone. Galactic Zone is unique - you need to turn OFF the robots in the Star Control area. This means collecting Star Cores throughout the various locations and installing them.
