Method worked to spawn them every time for me. I didn't even use the full method, just went to the area north of Saint Denis, reloaded, killed any birds that spawned, reload again and more always spawned. All three egret types were appearing fine there as well as Herons and Spoonbills which are needed for the later Exotics missions,
