Unless they went into the game files and looked personally at the drop rate number there is no way to know for certain. Its probably closer to 5% in reality. You can equip the silver scarab to increase the drop rate somewhat, it helped for me when I was farming banished knight armor (which is also listed as 2%, and that's definitely not the case).
