a good 3000 will swing a 6 medium heavy mower.. or any 5'er make sure you are not in draft control. ( small lever up.. which is actually horizontal.. ) if it is and acts like that. lift the lever higher and see if it makes a change on your touch control lever. likely you need a cam pin service and linkage adjustment

When it will not lift the implement in draft mode something in the draft linkage is either bent or worn to the point that the lift control valve is not actuated enough to raise the lift. Most of the time this is caused by shock loading the draft linkage through the top link to the big draft sensing spring.Fix lift control lever & draft control lever. Also there is a cam follower pin (dowel) that gets badly worn from riding on a cam for many years. Replace it. If the cam is badly worn, build it up with weld and grind it back to near original. On my tractor, when the draft control lever (inner lever) is in the full up position, the lift is in the full up position, and the position control lever has no affect. See attached diagram. Shaft #23 is actually a concentric shaft (has inner and outer shafts).

If you tractor has draft control there is another lever on the right side under your seat. Lever pointing forward is in draft control and rotated back pointing up is no draft control.

Rick, it sounds like your hydraulics are working normal, when in the draft position the hydraulics operate differantly, they are controled by the movement of the draft spring that is attatched from the hydraulic rocker to below your seat.
