Both are pretty fast, have good AA for the tier, good hydro, Furu has great long range torps, while Kirov has great Yolo power against bbs, as it can citadel t3-5 bbs at point blank (if the citadel is exposed ofc).World of warships is not pay to win game, you wont find "best" ship, some ships are better in some roles than others.
