EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. The fog is a low random occurance, and there is not real reason to spend much time in the fog. The "Legendary Hunter of the Shrouded Ghost" commendation reads "Grade 1: Defeat the shrouded ghost in a chance encounter 5 times, as a pirate legend. (0/1)" Note that it says "chance" encounter meaning randomly spawned while playing the game in the open world.

Nothing currently available that you can get in the game is even remotely close to as rare as the shrouded ghost, and because it is random, no amount of grinding or effort will change that, which makes it special.
It is definitely the rarest meg. I think we just got lucky.
