The M16A4 can kill an enemy in close range with a single burst because 34*3 > 100. On the downside, it's burst. The M16A3 requires 4 htk in close range, but it's easier to use in general because it's auto. The seperation of firemode is IMO enough distinction to make these two guns, and by extention the M4/A1, not redundant.
