Loading up a game with all three DLC and 0 mods, it looks like the ideology hair and tattoos you pick are used when generating new pawns of that ideology and those newly generated pawns will always follow those rules (when possible), but using the styling station ... The settings lets you turn off the styling station integration, limit the color selection to the standard one, and turn off the dye cost. Without Ideology, some of the settings are removed since the styling station is not available in that case. My colonists will go to use the styling station to change their style (mainly haircut) and will get stuck in an endless loop trying to cut their hair.
