I believe you can go 2 ways to make a CA legal FAL. Either keep the detachable mag and remove the pistol grip and flash suppressor (and keep it over 30") OR you can fix a 10 round mag. And the only thing that you will be registering is the receiver. You don't need to register it again after you build it.

You gotta move the sight .006" to achieve one minute-of-angle change (or one inch at 100 yards). So, for the metric you got .036" movement per revolution (6 minutes, therefore 6 inches at 100 yards.)Surplus military kits built on upper receivers of good quality are the next best route to go for a great FAL. Parts kits can still be found for $500-$700 and up depending on make and quality. Get an upper receiver from DSA for $400 and you've got a good FAL for around $1000 or so.
