Main reason why (I imagine) is the game still thinks you're in the water and jumping while submerged only makes you ascend. So if you jump just before you're about to surface makes you 'ascend' a tiny bit out of the water instead of actually jumping. I'm pretty sure it's this, jump once the O2 bar disappears.
